Leicester construction firm ordered to install safety signs to protect public

A Leicestershire construction firm has been ordered to put up missing safety signs to alert members of the public that a building it had been demolishing is unsafe.

Saleh Properties Ltd was demolishing the disused factory, in the city's Orson Street, on April 21st last year, when a visit from a Health and Safety Executive (HSE) inspector found that the building was at risk of collapse. Work was stopped immediately and prohibition notices were issued.

Leicester Magistrates' Court heard that employees had removed structural parts of the building – which was being demolished to make way for new homes – without properly supporting it. Workers were seen standing on the roof, demolishing parts of the factory by hand.

And despite working at height there wasn't suitable equipment to prevent falls.

Saleh Properties was ordered to install missing safety signs and fencing around the site to ensure members of the public kept away from the unsafe building.

It was fined £4,000 and ordered to pay costs of £1,084 after pleading guilty to breaching parts of the Construction (Design and Management) Regulations 2007 and two breaches of Regulation 6 (3) of the Work at Height Regulations 2005.

HSE inspector Stephen Farthing said there was a "real danger" that the building could have collapsed.

"Saleh Properties showed a horrendous disregard for health and safety which was not only putting workers at risk, but also passing members of the public going about their daily lives.

"The site supervisor had no training in health and safety, no method statements or risk assessments had been carried out before the work started and there were no welfare facilities for workers."
